CA SALES TAX
Every sales tax rate in California starts from the same 7.250% statewide base. Almost every county then adds district taxes on top — Los Angeles County reaches 9.750%, Santa Clara 9.750%, Orange County 7.750%.
Ventura County adds nothing. Its 7.250% is the base rate and nothing else, which makes unincorporated Ventura County among the cheapest places to buy anything in the state.
Thousand Oaks, Simi Valley, Camarillo and Fillmore also sit at the bare 7.250%, having added no city tax either.
CA SALES TAX
Because the baseline is so low, the cities that did adopt district taxes stand out sharply. Oxnard and Santa Paula are at 9.250% — two full points above the county floor. Port Hueneme is at 8.750%, and the City of Ventura at 7.750%.
Two points is a wider gap, relative to the baseline, than you will find in most California counties. A $3,000 purchase costs $60 more in Oxnard than in Camarillo, twenty minutes away.
This is why the county figure is particularly misleading here. Ventura County's 7.250% is real, but it describes the unincorporated area and four cities — not Oxnard, where a large share of the county's retail actually happens.

TAXABLE OR NOT
What is taxable is set by California, so it is identical in the 7.250% cities and the 9.250% ones. Only the rate moves.

Every rate in the table above is the CDTFA's published figure for that city. Ventura County has no countywide district tax to change, so the baseline only moves if the state rate does — but the individual cities revise on the usual quarterly cycle.
